I am an independent researcher with 23 years experience mostly conducting policy research and evaluation for central government (and a mosaicist hence T-Shirts connections). I have conducted monitoring for EU Social Fund projects and evaluation of bids to ADAPT some time ago. Seems like we have areas of interest in common.
We can work togerther with David in Puerto Rico and perhaps in other countries in the Caribbean area.
